Oaxaca (Mexico).- ACCIONA Microenergia Mexico and the Government of the State of Oaxaca, through its Infrastructure and Sustainable Territory Development Secretary, have signed a framework agreement stating that they are going to improve jointly the habitability of homes in poor and extremely poor Oaxaca rural communities for the next five years.
Since 2012, ACCIONA Microenergia has provided access to basic electricity service, with Third Generation Solar Home Systems (3GSHS), to more than 7,500 households in the Mexican state of Oaxaca’s localities with population less than 100. The Luz en Casa Oaxaca Programme, which was driven within the framework agreement between ACCIONA Microenergia Mexico and the Government of the State of Oaxaca for the period 2012-2016, was developed under a Public-Private Partnership for Developed of those entities together with the Spanish Agency for International Development Cooperation-AECID and its Mexican counterpart AMEXCID.
Despite the initiatives of electrification developed in the last years have reduced considerably the rate of population without electricity in Oaxaca –for instance, the homes of Luz en Casa Oaxaca represent almost 70% of those electrified by non-conventional methods, there are estimations that thousands of homes have not access to electricity, as well as to safe stoves, drinking water and drains, yet. Those lacks are mainly in small rural communities, where the traditional supplies are very technically and economically difficult, and they result in different problems that complicate the people development, such as those related to health and education.
Thus, after some months of conversations, ACCIONA Microenergia Mexico and the Government of the State of Oaxaca, through its Infrastructure and Sustainable Territory Development Secretary, have signed a Framework Agreement to work together, during the next five years, in improving the living conditions of isolated rural communities, in poverty and extreme poverty, in localities with population less than 500, through bringing them access to basic services.
This agreement considers the implementation of projects and programmes that improve the services and conditions of homes, including the extension of the electrification with third generation photovoltaic systems that has benefited more than 7,500 households, in the micro-regions with the highest rates of socially backward localities. The aim is to contribute to a better use of the Oaxaca natural resources, as well as raising the people’s quality of life at regional and local levels, through social, basic infrastructures.
Oaxaca faces the challenge of having high dispersion of its population and deficient transportation infrastructures. This complicates the access to services and markets, what contributes to isolation, economic inequality, social fragmentation, territory asymmetries and lack of opportunities for human development.
In that sense, the activity of the ACCIONA Microenergia Foundation impacts positively on the three dimensions of the sustainable development –economic, social and environmental– which are considered in the 17 Sustainable Development Goals (SDG’s) of the UN Agenda 2030. The foundation’s mission of providing access to energy, water and sanitation, to people and communities without expectation of having it, impacts directly on the SDG7, Ensure access to affordable, reliable, sustainable and modern energy for all, and SDG6, Ensure availability and sustainable management of water and sanitation for all.
The joint work of ACCIONA Microenergia Mexico and the Government of Oaxaca also favours the SDG17, Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development: the ACCIONA Microenergia’s multi-stakeholder management models combine compromises from the public, private and civil initiatives, nationally and internationally, that add the technical, managerial and economic resources which are necessary to develop initiatives that have the aim of favouring the development of very backward communities, through their access to basic services.
